Recruitment of a consultant “Technical assistance on developing a Strategic Plan for The Regional Arab Network Against AIDS”


The Regional/Arab Network against AIDS (RANAA) is a regional network launched in Tunisia in 2002, registered under Presidential Decree number 2091 in 25/7/2015 and registered under number 8202/4 on 13/6/2016. RANAA is comprised of: National Networks (NN) of Civil Society Organizations (CSOs) including those working with most at risk populations (MARPs), CSOs (when a national network is not present) and support groups of People Living with HIV (PLHIV) in the Middle East and North Africa (MENA) region.

RANAA works to strengthen the role of the civil society in working on HIV/AIDS, Human Rights and Health issues and ensuring the rights of PLHIV and KPs to live in dignity in a stigma free environment and have access to prevention, and quality treatment, care & support services through: advocating for the HIV/AIDS fast-tracking targets and the sustainability of the response, effective partnership and coordination and strengthened capacities and knowledge among CSOs in the region. One of its strategies for the end of 2022 is to play its role in Fast-tracking and sustainability HIV response on regional and national levels including effective partnership and strengthening CSOs capacities and knowledge.

Nadoum program: Together for change – Sustaining services in MENA – supported by the Global Fund, exists because we are not afraid to go where others don’t. The program work on the frontline of AIDS in the Middle East and North Africa (MENA) by:

-Believing that respect for human rights including changing laws and policy is key for removing barriers to HIV services.

Nadoum aims to accelerate action to sustain and improve HIV services for people who are most vulnerable to HIV in Egypt, Jordan, Lebanon, Morocco and Tunisia.  implemented by a diverse and multi-disciplinary partnership of organizations across the Middle East and North Africa. RANAA is an SSR for MENAHRA under Nadoum program responsible on implementing regional activities (2022-2024)

Consultancy Background

The strategic planning consultant will facilitate a directional analysis for RANAA strategic plan.

The purpose of this consultancy is to develop a five years’ strategic plan (2023-2027) by supporting RANAA staff, partners, and board in a participatory planning process, ensuring a sense of ownership, engaging meaningfully with key partners, funders, and other stakeholders.



The Consultant will: 

  1. 1.Conduct a capacity assessment of RANAA.
  2. of the existing documents, shall include (organizational structure, financial policy, and other available policies and procedures)
  3. 3.Present the outcomes of the organizational assessment and reviewed documents for RANAA board and team.
  4. 4.

facilitating interviews with relevant stakeholders including, but not limited to, donor and

development partners, and civil society.

  1. 5.Develop a five years’ strategic plan for RANAA.
  2. 6.Present strategic directions. outputs and outcomes for RANAA board, members, and stakeholders.
  3. 7.Reflecting the feedback of the involved parties on the strategic plan and related annexes.
  4. 8.Final report to include all the steps.


The activity is expected to be completed within two months.

Inception meeting will be held with the Consultant for signing the contract and agreed on the working procedures., the consultant will be expected to provide RANAA with a document that will articulate the overall requirements of the TOR including a proposed methodology, work plan with clear timelines, and division of work.


Based on the above, the Consultant shall prepare and complete the five-year strategic plan. This shall entail, among other things the following: 

  1. 1.Capacity assessment tool
  2. 2.Findings of desk reviews.
  3. 3.a draft of a five years’ strategic plan for RANAA
  4. version of a five years’ strategic plan for RANAA.

  Consultant Competencies, Experience and Skill Requirements:

The consultant might apply as an individual or as a consortium and will be required to show evidence of the following:

• Professional experience in strategic planning, organizational assessment and development planning, experience in shaping change management.

• Preferable to have a MENA regional experience in HIV field and to submit relevant strategic plans.

•  Knowledge of Governance structure and policies.

• Professional Experience in developing bylaws and internal regulations.

• Previous experience in the CSOs sector.

•  Preferable to have experience working in HIV field.

• Excellent analytical, interpersonal, and reporting skills.

• High level written and oral communications skills in Arabic and English. The French language is preferable.
