Background:
The Middle East and North Africa Harm Reduction Association is a regional network on harm reduction covering 20 countries in the MENA region. The main goal of MENAHRA is to prolong and improve the quality of life of People Who Use Drugs (PWUD) through harm reduction approach in the region. Recognizing the crucial role of civil society in delivering health services to key populations at increased risk, MENAHRA’s key strategy focuses on strengthening the role of civil society in implementing harm reduction interventions in the MENA region.
Summary of key tasks:
MENAHRA is seeking a consultant to conduct a Regional Emergency Preparedness Plans analysis for the Crosscutting Areas from national EPPs reports in 6 countries of the MENA region.
MENAHRA supported Egypt, Jordan, Lebanon, Morocco, Tunisia, and Yemen to develop emergency preparedness plans (EPPs) to support the needs of People living with HIV (PLHIV) and People who use drugs (PWUD) during emergency responses, including COVID-19 pandemic and other emergencies.
The development of these EPPs was based on a comprehensive situation assessment in each country followed by consultations with experts.
The purpose of these EPPs is to enable governments and partners, including Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and UN agencies, to deliver the minimum required multi-sectoral response to address the needs of PLHIV and PWUD during different phases of emergency situations. These plans focused on early preparedness measures, which should be integrated into existing plans and the use of local resources should be encouraged. Emergency preparedness focuses on strengthening resilience, especially on vulnerable households and communities, and building up local capacity to address the crisis (including the pre-positioning of relief items and services).
As a regional leading network, MENAHRA is planning to develop regional crosscutting thematic areas analysis based on the national Emergency Preparedness Plans (EPPs) developed in Egypt, Jordan, Lebanon, Tunisia, Morocco, and Yemen.
Duties and Essential Functions:
- Carry out an inception meeting to ensure a clear understanding of the TOR with key milestones and deliverables
- Review all the relevant materials related to the EPPs (will be provided by MENAHRA).
- Conduct the regional scope analysis of crosscutting EPP gaps, needs and recommendations.
- Validate the report with MENAHRA team
- Finalize the document and share it with MENAHRA with respect to the timeframe
Deliverables:
Document: Regional Emergency Preparedness Plans analysis for the Crosscutting Areas from national EPPs reports in 6 countries of the MENA region
Competencies:
- Advanced University degree in relevant field (Public health, sociology, nursing, other…).
- Excellent writing skills
- Experience in the humanitarian field of work and emergencies
- Experience in working with civil society organizations, national, regional and international not-for-profit, non-governmental organizations
- Demonstrated organizational skills, including the ability to work independently and productively.
- Excellent experience in working in the MENA region, with demonstrated knowledge about the culture and context.
- Excellent critical thinking and analysis skills
